Carrol is the co-founder and President of KBE. Carrol completed her B.A. in Geography from the University of South Florida and has worked in the environmental field her entire professional career. Prior to KBE, she has also served as a top executive for two other leading environmental firms. Through this experience she has acquired and developed an extensive combination of administrative, technical and managerial skills.
Carrol’s technical areas of expertise encompass both air quality and noise. Specific skills include the preparation of the air quality elements of environmental assessments which comprise air emissions inventories and atmospheric dispersion modeling, air quality monitoring, emission factor development, air quality mitigation plans as well as agency and public coordination. Her work in noise is also significant and involves monitoring, modeling, reduction and mitigation measures, and agency/community coordination.
Over the past 39 years, Carrol has successfully managed and provided technical analyses for a wide assortment of transportation-related improvement projects and actions - many of them considered “first-of-their-kinds”. Nationally, these projects involved some of the biggest U.S. airports including Hartsfield-Jackson Atlanta (ATL), Chicago O’Hare (ORD), Los Angeles (LAX), Denver (DEN), Baltimore/Washington Thurgood Marshall International (BWI) and San Diego (SAN). Internationally, they include Senegal (OOV), Africa; Hong Kong (HHK), China; and Dubai (MDM), United Arab Emirates.
Carrol has made significant contributions to the environmental field including the development of aircraft engine emission factors and modeling of aircraft and motor vehicle emissions and noise. She is a “high-level” user of the FAA’s Aviation Environmental Design Tool (AEDT) and FHWA’s Traffic Noise Model (TNM) for highway traffic noise and noise barrier assessments. She was also the initial author of the Florida Department of Transportation’s guidance for the assessment of air quality impacts associated with transportation improvement projects.
Carrol is a “native” Floridian and an avid collector of classic/vintage cars (currently owns a 1956 Chevy Bel Air).
